We have a shouter in our family.

A shouter is someone who talks too loud, even on the phone, and when you tell them that they are talking loud, they blame you for mumbling and not speaking clearly. Some families also have the talker, the person that must talk and say anything, even if no one is there, they talk to themselves. This annoys me, but what can I do, family is family, just have to live with them (or ignore them).
